SEN data 2019 is published
The latest SEN data has been published by the DfE, based on information from the census of January 2019. It shows a continued rise in both the number and percentage of children identified as having SEN.
The total number of school-age children identified with SEN in England is now 14.9%; this is the third consecutive rise, and an increase from 14.4% last year. Of particular note is the increase in children with Education, Health and Care Plans, which now stands at 3.1%, up from 2.9% last year. SEN Support is now at 11.9%, up from 11.7% last year.
There has been a change in the primary category of need at SEN Support: Speech, Language and Communication Needs (SLCN) are now the most prevalent, at 23%, replacing Moderate Learning Difficulties (MLD), which is now on 22.8%. Autistic Spectrum Disorders (ASD) remain the most common need for those with an EHCP, also showing an increase from 28% to 29%.
For all categories of SEN, SLCN is the most prevalent need at 22%, with MLD on 20%, Social, Emotional and Mental Health Needs (SEMH) on approximately 17% and Specific Learning Difficulties (SpLD) on approximately 12.5%.
The number of children with SEN in state primary schools has risen to 14%, and in state secondary schools to 12%. The number in special schools has increased by 6% to 120,000, and the number in independent schools has also increased.

The resource can be used to outline a pupil’s key strengths, needs and the strategies and key adjustments to teaching that are needed every day. It can provide a useful vehicle for meaningful discussion around learning between the teacher and the pupil, involving them positively in discussing effective approaches to enable better engagement. Working in a person-centred way (across the whole setting), including the use of person-centred tools, is essential for not only populating the passport but also for getting the most from using it.
