Ofsted's new Education Inspection Framework published
Following the consultation process, Ofsted has today published the new Education Inspection Framework, to be implemented from September 2019.
The final framework is very similar to the draft with some key changes, based on feedback from the consultation. In terms of SEND, the profiles has been raised, as under 'Quality of Education' and 'Intent', point one now specifically refers to SEND:
'Leaders take on or construct a curriculum that is ambitious and designed to give all learners, particularly the most disadvantaged and those with special educational needs and/or disabilities (SEND) or high needs, the knowledge and cultural capital they need to succeed in life.'
This may not be the limiting judgement that many in the sector wanted, but it is a step in the right direction.
Other changes from the draft include:
- The proposed two-day visits for 'good' schools will not apply to smaller schools i.e. those with fewer than 150 pupils
- The proposal that the lead inspector would arrive at school the day before the inspection to do their preparation on-site has been scrapped. Instead, heads should expect a 90-minute phone call the day before the inspection begins
- The language on bullying has been toned down, with inspectors not looking for an absence of bullying but rather how bullying is dealt with
- Although the majority of responses were against the removal of internal data from inspections, this has been retained - Ofsted will not look at internal data during inspections, but understands that leaders may respond to internal data themselves
There does not appear to be a separate arrangement for early years settings within schools, as previously - does this mean that there will no longer be a separate judgement for early years? The separate grade for school sixth forms remains.
