Off-rolling - Ofsted use data to investigate

Ofsted have been analysing data on pupils who leave secondary school before the end of key stage 4. One of their findings is that this includes a disproportionately high number of children with SEN.

Ofsted have used school census data to track year 10 pupils in 2016 who would be expected to be in year 11 of the same school in 2017. They found 19,000 pupils did not progress and of these around 30% have special educational needs (as compared to 13% of all pupils).

They have identified 300 schools who appear to have had particularly high levels of 'off-rolling' in each of the last two years. Whilst some of this may be attributed to factors such as family moves, Ofsted have said that this kind of analysis helps them to focus their attention at inspection.
